From authentic fish markets and shrimp boats to tasty restaurants and oyster bars, The Point is where the seafood industry thrives. Consequently, The Point was identified as a key district in Seabrook's Waterfront Development Plan. As a result, Seabrook EDC sought grant funds to assist in disaster recovery efforts following the devastation of Hurricane Ike.
The funds will be used to reconstruct and improve infrastructure in this peninsula-shaped part of Seabrook. This $7 million effort includes:
• Elevating the roadway to reduce flooding frequency;
• Widening existing 50-ft right-of-way to a 70 ft right-of-way;
• Reconstructing asphalt and ditch to a concrete, curb and gutter roadway;
• Burying overhead electrical and telephone utility lines;
• Enlarging existing water line;
• Reconstructing existing sewer system from grinder pumps to gravity flow line;
• Installing 24" storm sewer line under pavement for drainage purposes;
• Installing landscaping, decorative streetlights and sidewalks; and
• Considering option to provide more parking spaces on side streets.
Grant funding of $3 million is being provided by the United States Department of Commerce's Economic Development Administration, while approximately $4 million is coming from the United States Department of Housing and Urban Development's Community Development Block Grant disaster recovery program. Following environmental review and clearance, the project will be put out to bid in August 2011 and construction is expected to take approximately 12 months.
